No. Lincoln Community Aid is a local outreach list published on volunteer flyers. Thy Kingdom Response is a church-led disaster relief initiative gathering a ready volunteer roster to support local churches and established responders. We point people to both so neighbours can serve without waiting for a new structure.

Should I register with Samaritan's Purse or join the Thy Kingdom Response roster?

If you can do physical labour now, register with the Samaritan's Purse Niagara flood response. If you can do neighbour-to-neighbour care, sign up with Lincoln Community Aid. Join the Thy Kingdom Response roster as well if you want to stay available for quieter weeks of recovery or future disasters. You can do more than one.
